Disclosed is an electrostatic charge image developing toner having excellent image density stability during image formation. SOLUTION: Colored particles containing a colorant and a binder resin are included, and two or more kinds of inorganic particles are externally added to the surface of the colored particles, and the two or more kinds of inorganic particles are titanium-based particles. In addition, the exposure rate of the colored particle surface is 25% or less, and the ratio of the silica-based particle in contact with the colored particle surface is 10% by number or less.
