A water treatment flocculant comprising an alkaline solution of a phenolic resin, wherein the phenols contain methylphenols such as cresol. A water treatment method comprising: a coagulation treatment step of adding an inorganic coagulant after adding the water treatment coagulant to the water to be treated; and a membrane separation treatment step of membrane separation treatment of the coagulation treatment water of the coagulation treatment step.
