abstract A plasma generator capable of uniformly diffusing radicals, a cleaning and purifying apparatus using the plasma generator, and a small electric appliance are obtained. A plasma generator includes a first electrode disposed in a gas storage unit and at least a portion facing the first electrode in contact with a liquid in a liquid storage unit. A second electrode 13 disposed. Then, by generating a discharge between the first electrode 12 and the second electrode 13, plasma is generated in the gas region in the liquid 17 in the liquid container 4, and water and gas contained in the liquid 17 are generated.
