A step (A) of putting a solution containing phosphate ions in the cell structure on the surface of the synthetic resin foam, and a step of adding a coagulant that reacts with phosphate ions to form an insoluble phosphate in the cell structure ( B), and either one of the step (A) and the step (B) is performed first, the other is performed later, or both are performed simultaneously to form an insoluble phosphate in the cell structure.
