abstract The present invention provides oil-blowing paper with improved softness and feel. SOLUTION: Cotton pulp fibers and other pulp fibers are beaten to produce a paper material in which each material is evenly mixed (Step 1), and the paper material is made (Step 2). Further, the softening agent is soaked into the pulp fiber by externally adding a softening agent to the paper produced by papermaking (step 3). Thereafter, the moisture of the paper is evaporated (step 4) and cut into a required size (step 5). By these steps, cotton pulp fibers are evenly mixed throughout, and the texture is improved, and the oil-blotting paper whose softness is enhanced by the softening agent is completed.
