A transfer roller in which a polyurethane foam layer is formed in a mold around a core metal, and an average opening diameter (A) of the surface of the polyurethane foam layer is 0.05 mm or more and 0.5 mm or less. The average cell diameter (B) of the polyurethane foam layer on the metal core side 1 mm from the surface is 0.1 mm to 1.0 mm, and the average cell wall (C) on the surface of the polyurethane foam layer is 0.03 mm to 0.03 mm. 5 mm or less.
