abstract [PROBLEMS] To provide a flame retardant polychlorinated compound that can exhibit high flame retardancy while harmonizing with the environment without using a conventional halogen flame retardant, and can exhibit excellent workability with good fluidity. Provided are a vinyl raw material composition and a fire-retardant fired product formed thereby. SOLUTION: A vinyl chloride raw material contains a flame retardant composed of a binary system of a first flame retardant made of carbon and a second flame retardant made of phosphorus as a flame retardant. The first flame retardant is made of highly conductive carbon black and expanded graphite, and the second flame retardant is made of red phosphorus and an organic phosphorus compound.
