abstract An emulsion fuel that is stable over a long period of time is produced. In step S4, an oil component, water, and an emulsifier are mixed and stirred to execute a first stirring process for generating a first emulsion having an average particle size of 8 μm to 12 μm. Moreover, in step S5, the first emulsion is allowed to stand for 5 minutes or more, and a stationary process for generating a second emulsion is executed.
