abstract | PROBLEM TO BE SOLVED: To provide an optical fiber capable of gradually emitting leakage light propagating through a clad, and a laser device using the same. An optical fiber includes a core, an inner clad that covers the core, an inner clad, and an average refractive index lower than that of the inner clad. An optical fiber having a low refractive index layer 60 that confines light of a wavelength and an outer cladding 54 that covers the low refractive index layer 60 and has a higher refractive index than the average refractive index of the low refractive index layer 60. A portion in the circumferential direction of the refractive index layer 60 is missing along the longitudinal direction of the inner cladding 52, and a portion where the low refractive index layer 60 is missing is more average than the average refractive index of the low refractive index layer 60.
