abstract An actuator that achieves both improved deformation response characteristics and improved generated force is provided. A pair of electrodes facing each other and an intermediate layer including at least an electrolyte disposed between the pair of electrodes have at least a polymer fiber layer, and form a polymer fiber layer. The plurality of polymer fibers 21 are intertwined and intersected three-dimensionally, and the polymer fiber layer has a fused portion at an intersection point 20 where the polymer fibers and the polymer fibers intersect.
