abstract | Provided are a cleaning device and an image forming apparatus capable of satisfactorily removing an untransferred toner image and performing good charge injection to toner on an image carrier of a reversely charged toner cleaning brush. The toner is disposed upstream of the normally charged toner cleaning brush roller and the reversely charged toner cleaning brush roller with respect to the surface movement direction of the intermediate transfer belt, and a voltage having a polarity opposite to the normal charging polarity of the toner is applied. A pre-cleaning brush roller 101 is provided as a pre-cleaning member for electrostatically removing charged toner. Further, the flicker member 401 is brought into contact with a region upstream of the contact region of the reversely charged toner cleaning brush roller 104 with the reversely charged toner collecting roller 105 in the brush moving direction and downstream of the cleaning nip in the brush moving direction. .
