A method of manufacturing an electrophoretic display device according to the present invention includes an element substrate 300 provided with partition walls 4 forming a plurality of spaces on a substrate surface, and a counter substrate facing the element substrate 300 through the partition walls 4. In the region where the element substrate 300 and the counter substrate 310 are bonded to each other when the electrophoretic material 33 is sealed and bonded to the substrate 310, the electrophoretic material 33 is formed on at least one of the element substrate 300 and the counter substrate 310 by a plasma polymerization method. After forming the plasma polymerized film 11 and activating the surface by irradiating the plasma polymerized film 11 with ultraviolet rays, the liquid electrophoretic material 33 is supplied into the cell, and the element substrate 300 and the counter substrate 310 are supplied.
