A method of performing Raman spectroscopy, and using a laser beam to irradiate a minute amount of a target substance disposed on a painted surface; and a laser beam and Raman reflected from the trace amount of the target substance Receiving a return signal, processing a Raman return signal using at least a spectrograph and a camera to obtain a Raman signature for the target substance, and a target based on a Raman signature and a database of Raman signatures for the target substance An apparatus for performing a method comprising identifying a substance. The wavelength of the laser light can be selected based on the ratio of the Raman return signal power to the fluorescence power. [Selection] Figure 1
