abstract | To provide a flow rate adjusting device that can be driven at a low voltage and can be reduced in size and weight. A flow rate adjusting device 10 is installed in a pipe 100 through which a fluid flows, and adjusts the flow rate of the fluid. The flow rate adjusting device 10 is opposed to a first electrode layer 1 and the first electrode layer 1. A second electrode layer 2 provided in such a manner, and a deformable layer 3 and an electrolyte layer 4 provided between the first electrode 1 and the second electrode 2, and are deformed by an oxidation-reduction reaction.
