abstract | An image forming apparatus capable of preventing an abnormal image from occurring due to contamination of an image carrier and maintaining good image quality over a long period of time. A protective layer forming apparatus 2 is provided for scraping off an image carrier protective agent 21 with a brush-like roller 22 to apply or adhere the image carrier protective agent to the surface of the image carrier 1, and the surface of the image carrier. In an image forming apparatus having a charging device that charges the surface of an image carrier by superimposing an AC bias voltage on a DC bias voltage as a charging bias voltage by a roller-shaped charging member 3a arranged close to or in contact with the image forming apparatus. The image carrier protective agent 21 used in the layer forming apparatus 2 is a protective agent containing at least a zinc salt of a fatty acid and an inorganic lubricant, and cleans the protective agent on the surface of the image carrier during non-image formation.
