A low-cost lubricated steel sheet capable of preventing seizure and mold galling in multi-stage plastic working under high surface pressure, which can be an alternative to a high-cost phosphate soap treatment. [Solution] On the surface of a steel plate having a surface roughness adjusted by shot blasting and having an Rzjis of 10 μm or more, an organic polymer compound (eg, polyethylene wax), a solid lubricant (eg, molybdenum disulfide) and a soap (eg, stearin) in a binder. A lubricating film containing at least one lubricating component selected from (sodium acid) is formed.
