PROBLEM TO BE SOLVED: To provide a sound absorbing material that is lightweight, has high surface strength, excellent flame retardancy, and excellent sound absorbing performance. SOLUTION: A sound absorbing material 10 is configured by adhering a porous sheet 12 to a surface of a base material 11 made of a thermosetting resin foam via a breathable adhesive layer 13. For the material 11, a predetermined amount of a thermosetting resin liquid is applied to the surface, the thermosetting resin of the thermosetting resin liquid is cured, and the surface layer portion is used as the reinforcing layer 11a, whereby the base material is obtained. 11 is preventing a decrease in adhesive strength due to the collapse of the surface of 11.
