abstract | A transparent laminate excellent in transparency and flame retardancy and a method for producing the same are provided. A polyol (a1) having a hydroxyl number per molecule of 2 to 3, a hydroxyl value of 35 to 150 mgKOH / g, a phosphorus atom in the molecule, and an initiator cyclic ether having 2 active hydrogen groups is reacted. Polyol (a2) having no phosphorus atom and ester bond in the molecule obtained by the above treatment, having 2 hydroxyl groups per molecule and having a hydroxyl value of 10 to 160 mgKOH / g, and having no phosphorus atom in the molecule A reaction product of a polyol component (A1) containing a polyol (a3) which is a polyester ether polyol, a polyisocyanate compound (A2), and an unsaturated hydroxy compound (A3) having a hydroxyl group, A pair of curable resin compositions 14 having an average of 2 to 4 molecules per molecule and containing an unsaturated urethane oligomer (A) having a phosphorus content of 1 to 6% by mass.
