abstract An object of the present invention is to provide a coated steel sheet in which aluminum particles are dispersed in a coating film, and capable of suppressing elution of aluminum particles even in a strongly alkaline environment. A top paint containing a heat resistant resin, a fluororesin and uncoated aluminum particles is applied to the surface of a steel plate and baked. As the heat resistant resin, a polyethersulfone resin, a polyphenylsulfide resin, a polyamideimide resin, or a combination thereof having a hydroxyl group at both ends of the molecular chain is used.
