A spectral estimation image having the same color tone can be generated even with image information captured with different illumination light, and diagnostic accuracy is improved. [Solution] When the spectral estimation image generation unit 69 generates the spectral estimation images of the endoscope first observation image and the endoscope second observation image, respectively, the spectral estimation image generation unit 69 applies to the endoscope first observation image. Generates a first spectral estimation image according to a predetermined wavelength set, and for the endoscope second observation image, the wavelength set setting means approximately generates a spectrum of irradiation light from the first light source.
