A cleaning device and an image forming apparatus capable of increasing a toner recovery rate to a recovery member. The toner friction charging members 121, 122, and 123 serving as charging means for the cleaning units 100a, 100b, and 100c are respectively removed from the contact portions of the cleaning brush rollers 101, 104, and 107 with the intermediate transfer belt 8. The toner is disposed between the contact portions of 101, 104, 107 and the collection rollers 102, 105, 108, and the toner adhering to the cleaning brush rollers 101, 104, 107 is frictionally charged to a polarity opposite to the polarity of the collection voltage.
