An object of the present invention is to provide a white light source with improved luminous efficiency, which can be preferably applied to an LED lighting device having Ra of 80 or more. A first white light emitted from the first element and a second white emitted from the second element each having a first element and a second element, each of which is a phosphor conversion type semiconductor white light emitting element. In a white light emitting device that emits white light that is mixed light including light, the first element is configured by combining an InGaN-based LED chip that emits blue light and a phosphor that absorbs blue light and emits yellow light. When the average color rendering index of the first element is Ra 1 , the average color rendering index of the second element is Ra 2 , and the average color rendering index of the white light emitting device is Ra 3 , 60 ≦ Ra 1 ≦ 70, 85 ≦ Ra 2 <100, and 80 ≦ Ra 3 <Ra 2 .
