PROBLEM TO BE SOLVED: To provide a functional gel holding fine bubbles inside. A container is filled with water, and an ultrasonic vibration plate is driven while gas is supplied from a gas supply pipe to generate fine gas bubbles. For example, since the diameter of the fine bubbles 8 is nano-sized, the speed of rising in the water is slow, and even if the ultrasonic vibration plate 6 is stopped, it remains in the water for about 10 minutes. Next, the tubular pump 4 is driven, water (solution) containing fine bubbles in the container 1 is fed into the container 2, and a gelling agent is added to the water (solution) in the container 2.
