PROBLEM TO BE SOLVED: To provide excellent solubility with respect to reprecipitation of nickel ions derived from Ni-P plated aluminum substrates and iron ions derived from stainless steel cleaning equipment, etc. It is an object of the present invention to provide a magnetic disk substrate cleaning agent that has good dispersibility of particles detached from the substrate surface after adsorption and excellent particle reattachment prevention properties. A chelating agent (A1) having a carboxyl group in the molecule, a chelating agent (A2) having a phosphonic group or a phosphate group in the molecule, and an aliphatic alkanolamine (B) are essential components.
