abstract Provided is a toner supply roller that can maintain a constant amount of toner supply over a long period of time and can suppress the occurrence of image defects. A toner supply roller having two or more conductive foam rubber layers on the outer periphery of a conductive shaft body, wherein an average cell diameter of foam rubber of the outermost layer of the conductive foam rubber layer is 100 μm or more and 800 μm or less. The foamed rubber average cell diameter of the inner layer of the conductive foamed rubber layer is 300 μm or more and 800 μm or less, a skin layer is present at the interface between the outermost layer and the inner layer, and the thickness of the skin layer is 10 μm or more.
