abstract | [PROBLEMS] To provide a transparent or translucent cosmetic material that is excellent in skin adaptability and formulation stability. SOLUTION: (a) A silicone-based surfactant (silicone polyether copolymer) represented by formula (I) and (b) polyoxyethylene hydrogenated castor oil having an average addition mole number of ethylene oxide groups of 40 to 80 moles.
