abstract An object of the present invention is to increase the capacity of a capacitor and reduce leakage current. In order to achieve this object, the present invention includes a base material 18, a sparse film layer 19 formed on the base material 18, and a dielectric film 8 formed on the sparse film layer 19. The sparse film layer 19 is a sparse structure having a large number of spaces inside the surface of the base material 18 which is constituted by a plurality of irregularly arranged fine particles 20 made of at least one of a metal and a metal compound. The dielectric film 8 is an electrode foil made of a metal compound different from the main component of the fine particles 20 of the sparse film layer 19. As a result, the present invention can form the dielectric film 8 with a material having a high dielectric constant, and can protect the sparse film layer 19 with the dielectric film 8.
