An object of the present invention is to provide a method for producing a toner having stable low-temperature fixability and high-temperature offset resistance, a toner obtained by the production method, and a developer having the toner. An oil phase comprising at least a crystalline polyester resin and an amorphous polyester resin as a binder resin component in an organic solvent is dispersed in an aqueous medium, and the solvent is removed from the obtained dispersion. In the toner manufacturing method, the crystalline polyester resin is heated and dissolved together with the amorphous polyester resin in an organic solvent during the toner manufacturing process, and the dissolved liquid is cooled to regenerate the crystalline polyester resin. Crystallizing and further producing a crystalline polyester dispersion by micronization with a mechanical pulverizer, and the volume average particle size of the crystalline polyester resin in the crystalline polyester dispersion is 0.1 to 1.
