[PROBLEMS] To form a coating film capable of maintaining a hydrophilic property over a long period of time by making use of the durability (scratch resistance, scratch resistance, etc.) of an ionizing radiation curable resin and suppressing a decrease in hydrophilicity due to scratches. A coating agent, and a coating film and a decorative sheet using the same are provided. [MEANS FOR SOLVING PROBLEMS] (1) A hydrophilic coating agent containing an ionizing radiation curable resin and an alkylsilicate having a methoxy group, and (2) irradiating the coating film of the hydrophilic coating agent with ionizing radiation to cure the coating film. 3) A decorative sheet obtained by laminating one or more layers on a base sheet, the decorative sheet having the hydrophilic coating film as a surface protective layer located on the outermost surface .
