A surface treatment process for hydrogen-termination of a surface of a nozzle plate 60 made of a silicon-based material containing Si atoms at least as a part of the surface, and a junction region 60A among the surfaces of the nozzle plate 60 after the termination treatment. An organic primer film material having an unsaturated bond at the terminal is brought into contact with the surface of the nozzle plate 60 while applying energy only to the primer plate 62, so that the primer film 62 by Si—C bonding is selectively applied only to the bonding region 60A.
