SOLUTION: (A) 3 to 25% by mass of volatile hydrocarbon oil, (B) 0.1 to 15% by mass of non-volatile silicone oil, (C) 0.1 to 1% by mass of 4 to 12 A mono- or di-isostearic acid polyethylene glycol having an oxyethylene group of (D) 0.1 to 5% by mass of a polyoxyethylene / polydimethylsiloxyethyl / dimethicone copolymer, and (E) an organically modified clay mineral.
