abstract A slat opening / closing device capable of generating electrical energy by receiving indoor light is provided. A slat opening and closing device includes at least one slat formed by juxtaposing a base portion 2 disposed in a structure 1 having a transparent window 10 through which light can pass and a plurality of slats 4 in one direction. 4 is a rotating slat 4R that rotates with respect to the base 2, and includes a slat group 3 that can close the light transmitting window 10 of the structure 1 and an operating portion 7 that rotates the rotating slat 4R. The rotating slat 4R includes a solar battery 6 that generates electrical energy in response to light reception. The rotating slat 4R is provided at a position where the solar battery 6 is directed toward the room 52 so that the solar battery 6 receives room light when the slat group 3 covers the light transmitting window 10.
