The present invention provides a mounting of a light-emitting element that does not require the use of a phosphor coating or a phosphor-containing encapsulant separately from a transmissive optical element. A transmissive optical element is produced by filling a mold with a molten liquid containing a transparent plastic and a phosphor additive, and solidifying the molten liquid to produce a transmissive optical element in which the phosphor is dispersed. The element is manufactured. A transmissive optical element includes a shell made of a transparent plastic having a phosphor dispersed therein.
