[PROBLEMS] To produce a flame-resistant fiber that can be flame-resistant at a high temperature and in a short time, and that can produce a flame-resistant fiber in which burn spots and structural spots are suppressed. Provided are a polyacrylonitrile-based copolymer from which an acrylonitrile-based precursor fiber can be obtained, a polyacrylonitrile-based precursor fiber for carbon fiber spun from the copolymer, and a method for producing a carbon fiber using the precursor fiber. A polyacrylonitrile-based copolymer containing 95 mol% to 99 mol% of acrylonitrile units and 1 mol% to 5 mol% of 2-hydroxyethyl methacrylate units. A polyacrylonitrile-based precursor fiber for carbon fiber obtained by spinning a spinning solution obtained by dissolving the polyacrylonitrile-based copolymer. A method for producing carbon fiber, comprising a step of flameproofing the polyacrylonitrile-based precursor fiber for carbon fiber at 250 to 300 ° C. in an oxidizing atmosphere.
