A catalyst composition containing a spinel composite oxide represented by the following general formula (1) is prepared. Since Cu is contained as a composition in a spinel-type composite oxide having a specific composition, aggregation of Cu fine particles can be suppressed even at high temperatures, under oxidation-reduction fluctuations, and even after long-term use, and a high Cu catalyst The activity can be retained. Costs can be reduced because high catalytic activity can be maintained without using noble metals.
