An electrophotographic photoreceptor having a conductive substrate and a photosensitive layer containing fluororesin particles and metal oxide particles and having an outermost surface layer satisfying the following formulas (1) and (2): . Formula (1) 0.05 (μm / 1 reciprocation) ≦ Sa ≦ 0.2 (μm / 1 reciprocation) Formula (2) Sb / Sa ≦ 0.5 (In the above formulas (1) and (2), Sa Is less than 4 μm in depth from the surface in a test in which a sapphire needle with a radius of curvature of 0.1 mm at the tip is pressed against the outermost surface layer at a speed of 5 mm / s while being pressed with a load of 50 g and rubbed to a depth of 10 μm.
