abstract To provide tin oxide particles having high conductivity and transparency when formed into a film. The tin oxide particles of the present invention include a plurality of types of tin having different valences in a divalent to tetravalent range, are substantially free of dopant elements, and have conductivity. And The tin oxide particles are mixed with an aqueous solution containing divalent tin and an alkali to form a divalent tin hydroxide in the liquid; the generated divalent tin hydroxide is oxidized in the liquid. And it manufactures suitably by oxidizing a part of divalent tin into tin more than bivalent and tetravalent or less. In this case, the alkali is mixed so that the pH of the solution obtained by mixing the aqueous solution containing divalent tin and the alkali becomes 1 to 7. [Selection] Figure 2
