abstract In a hybrid developing device provided with a plurality of toner carriers, the size and cost of the device are suppressed as much as possible, density is not reduced during high-speed development, and development history (ghost) does not occur. A developing device and an image forming apparatus using the same are provided. Of the plurality of toner carriers, only the toner carrier disposed at the most downstream side in the rotation direction of the image carrier is opposed to the surface of the toner carrier, and the surface is from a developing region for developing an electrostatic latent image. And a toner charge amount adjusting means for adjusting the charge amount of the development residual toner after passing through the development region supported on the surface while moving from the developer carrier to the supply region where the toner is supplied.
