PROBLEM TO BE SOLVED: To provide a polyester resin toner binder excellent in both color reproducibility and charging stability. A toner binder (A) for developing an electrostatic charge image containing a polycondensed polyester resin, wherein the polyester resin corresponds to 5-1000 ppm of titanium atoms in the polyester resin. A polyester resin formed in the presence of (a), wherein the polyester resin contains an organic phosphorus compound (b) corresponding to 0.1 to 200 ppm as a phosphorus atom, and the organic phosphorus compound ( b) is a toner binder for developing an electrostatic charge image, wherein the toner binder is an organophosphorus compound containing an orthophosphate ester (b1) and a phosphite ester (b2).
