abstract An object of the present invention is to apply a room temperature drying paint on the base coating without removing the base coating formed by applying a reaction curable coating, which is excellent in coating removal performance and safe. The coating film removing agent which can remove only the top coat film formed by this, and the coating film removal method using the same are provided. The coating film removing agent comprises a dispersion containing 10 to 60% by weight of inorganic or organic fine particles and 40 to 90% by weight of a dispersion medium mainly composed of alcohol. It is preferable that carbon number of the said alcohol is 2-3, and it is especially preferable that it is 2-propanol. A coating film removing sheet obtained by impregnating a sheet base material with the coating film removing agent is a preferred embodiment. [Selection figure] None
