A water-in-oil emulsion system having a water releasing effect and a method for preparing the same. The method includes 1.5 to 9 wt% hydrophobic silica, 0.1 to 5 wt% water-in-oil emulsifier, 10 to 40 wt% oil phase, and 55 to 85 wt% aqueous phase. Water-in-oil emulsion and preparation method thereof. However, the hydrophobic silica is not AEROSIL (registered trademark) RY200 hydrophobic fumed silica, and includes the following components: polyoxyalkylene-modified polysiloxane SH3775E, alkylglyceryl ether-modified polysiloxane, and hydrophobic fume. Formulations containing dosilica AEROSIL® R812 are excluded. The weight ratio of hydrophobic silica to water-in-oil emulsifier is preferably between 0.7α and 1.2α, where α is the optimum ratio of hydrophobic silica to water-in-oil emulsifier.
