A pneumatic tire in which a compressive force applied to an inner liner made of a thermoplastic resin film is dispersed by a splice portion of a tie rubber sheet when a side wall portion is bent and deformed, and the inner liner is prevented from being damaged, and the pneumatic tire. A method for manufacturing a pneumatic tire is provided. In a pneumatic tire in which an inner liner made of a film mainly composed of a thermoplastic resin is attached inside a carcass layer through a tie rubber sheet, an end of the tie rubber sheet in the tire circumferential direction is provided. A plurality of concave portions 9 extending in the tire circumferential direction so as to intersect with the splice portion 60 are formed on the surface of the inner liner 7 at least in the shoulder region of the sidewall portion 2 of the splice portion 60 where the portions 6a and 6a overlap each other. .
