Disclosed is a surface-treated steel sheet that can provide stable and excellent wet resin adhesion and corrosion resistance without using Cr, and can be used as a substitute for a tin-free steel sheet, and a method for producing the same. SOLUTION: At least one surface of a steel sheet has a corrosion-resistant film composed of at least one layer selected from a Ni layer, a Sn layer, a Fe—Ni alloy layer, a Fe—Sn alloy layer, and a Fe—Ni—Sn alloy layer.
