A photoelectric conversion element having excellent photoelectric conversion efficiency, less variation in performance, and improved reliability is provided. A method of manufacturing a photoelectric conversion element comprising: a working electrode having a dye-supported metal oxide layer; a counter electrode disposed opposite to the working electrode; and an electrolyte layer sealed between the working electrode and the counter electrode. A process for preparing an electrolyte sheet in which an electrolyte is held on a mesh-like support member, and a process for encapsulating the electrolyte sheet between the working electrode and the counter electrode.
