A step B of forming a second insulating film 15 on the facing surface and removing the first insulating film 12 and the second insulating film 15 formed on the surface facing the through hole 14; A step C of filling the through hole 14 with a conductive substance to form the through electrode 16; a step D of forming the second conductive film 17 on the other surface 11b of the substrate 11 so as to be in contact with the through electrode 16; Patterning the first conductive film 13 and the second conductive film 17 to provide an electric circuit 19 on one surface 11a of the substrate 11 and providing an electric circuit 18 on the other surface 11b.
