SOLUTION: At least a hydrophobic particle containing a (meth) acrylic resin, an acetylene glycol surfactant adsorbed on the hydrophobic particle, and water are adsorbed on the acetylene glycol surfactant. A particle dispersion of the hydrophobic particles in a swollen state after absorbing water to a saturated state, and a (meth) acrylic particle dispersion having a particle size of 1.1 to 2 times the particle size in a dry state Particles containing at least a resin and an acetylene glycol-based surfactant and having a particle diameter in a swollen state after absorbing water to a saturated state is 1.1 to 2 times the particle diameter in a dry state .
