[Solution] A water-in-oil emulsion composition comprising the following components (A), (B), (C), and (D), and further satisfying the following conditions (1), (2), and (3): Component: (A) Glycerol isostearate (B) Aqueous component (C) Oil component (D) Polyvinyl alcohol having a saponification degree of 90 mol% or more Condition: (1) The mass of the aqueous component of component (B) is determined as component (B) The internal water phase ratio obtained by dividing by the sum of the mass of the aqueous component and the oil component of component (C) is 70% or more. (2) The amount of glyceryl monoisostearate contained in component (A) is 85% by mass or more based on the total amount of (A). (3) The amount of glycerin diisostearate and glycerin triisostearate as impurities contained in component (A) is less than 15% by mass with respect to the total amount of (A).
