abstract A developing device and an image forming apparatus capable of suppressing a change with time of a developer amount passing through a doctor gap. A developer carrying member that carries a developer composed of toner and a magnetic carrier on its surface and moves on the surface, and passes between the developer carrying member surface and the regulating end surface with the regulating end face opposed to the surface. In a developing device comprising: a developer regulating member that regulates the amount of developer to be developed; and a magnetic field generating means that is disposed inside the developer carrier and has a magnetic field generating member at least at a location facing the developer regulating member. The developer regulating member is composed of a non-magnetic plate that is long in the longitudinal direction of the developer carrying member and a magnetic plate that is long in the longitudinal direction of the developer carrying member fixed to the non-magnetic plate.
