abstract PROBLEM TO BE SOLVED: To provide an electrolyte membrane for fuel cells, a membrane / electrode assembly for fuel cells and a fuel cell having high proton conductivity in a non-humidified or low humidified state. SOLUTION: An electrolyte membrane 1 for a fuel cell according to the present invention includes a proton conductive electrolyte layer 2 composed of at least a metal phosphate and phosphoric acid, and a solid polymer electrolyte composed of at least a solid polymer electrolyte.
