The manufacture of a protective system having a permselective membrane with protection against secondary exposure. An article includes a membrane having pores and a selectively permeable coating supported by the membrane. The selectively permeable coatings react chemically with the chemical agent or microbial agent to reduce the biological activity of the chemical agent or microbial agent, or a substantial amount of unreacted biologically active microbial agent is present.
